The Office of Student Activities (OSA) would like to inform AY 2018-2019 registered student organizations currently occupying awarded tambayans at the Vinzons Hill Complex, that the duration of use of your tambayans is extended until the end of July 2019, or sooner if construction works for the Student Union building and renovations works at the Vinzons Hall precludes the use of the tambayans in that area.
Student organizations who failed to be registered this academic year however, will have to vacate their tambayans on or before 15 of November 2018 (Thursday). These vacated tambayans will be assigned to the registered student orgs of Cluster X who were temporarily given space at the Vinzons Hall rear parking lot. We advise outgoing occupants to please arrange and clean the tambayan you are presently occupying in preparation for the awarding to its next occupant.
This notice is given in lieu of the regular Tambayan General Assembly supposed to be held this November for 2019 Tambayan Committee elections and tambayan applications.

Rules Regarding the Use of the Tambayans at the Vinzons' Complex
These rules shall govern the organizations housed in tambayans within the Vinzons' Tambayan complex. Any University-registered organization formally registered for at least one (1) year may apply for a tambayan in the Vinzons' Tambayan Complex.
The following rules encompass the organization’s use (i.e. activities, meetings, actual stay, and maintenance and development of the space) of their respective tambayans. These also outlines the rules pertinent to collaborations with student organizations and the UP administration through the Office of Student Activities (OSA) on the provision, maintenance and development of tambayans.
1.1. To occupy the tambayan for one year from the date it was awarded.
1.2. To launch events, meetings and other organization-related activities in the tambayan.
1.3. To request for assistance with the OVCSA through channels (Vinzons Pride Committee, OSA, Tambayan Committee and the USC) for the repair and maintenance of the Tambayan.
1.4. To raise and air out their concerns with their tambayan and other matters concerning the Vinzons' Tambayan Complex.
1.5. To request for a change of tambayan after it has been awarded to the organization upon the discretion of the Tambayan Committee and the consent of the (other) organization.
2.1. Duration of stay in Tambayans
2.1.1. If a student organization fails to register for that Academic Year, the tambayan is automatically returned to the jurisdiction of the University on the day after the deadline of the registration period. The returned Tambayan is then available for common use of student organizations until the next tambayan awarding.
2.1.2. All tambayans must be vacated the day before the awarding of the tambayan.
It is the responsibility of the student organizations to:
3.1 Respect the peace and quiet of nearby tambayans:
- Audio and/or visual equipment may be used in the tambayans provided that they are kept at a minimal volume and lighting conditions.
- Electrical appliances may only be used upon the approval of the Office of Student Activities and Vinzons Hall Building Administrator.
3.2 Maintain their tambayans; keep it clean and orderly
- Organizations are to keep the tambayans always clean.
- Organizations are to properly segregate and dispose their trash at the areas designated and provided for by the Office of the Vice Chancellor for Community Affairs (OVCCA)
3.3. Keep the security of the tambayan premises and facilities.
- The properties of the organizations should be secured in designated place by the Vinzons Hall Building Administrator.
- The organization must provide their own locking device if they wish to use the cabinets installed in their tambayan.
through the Vinzons Pride Committee / OSA with the Tambayan Committee and University Student Council (USC) should:
4.1 Maintain and repair the tambayan should it be damaged caused by any untoward incident outside the discretion and control of the organization (i.e. typhoons, earthquake, flood etc.)
4.2 Regularly inspect the tambayan:
- Representatives from the Tambayan Committee and the University Student Council through the committee-in-charge should set an inspection at least once a month;
- Set meetings with student organizations regarding issues surrounding their tambayans to be called or scheduled upon by the Tambayan Committee and the University Student Council; and
- Provide protection for the organization from any unauthorized eviction from their tambayan.
There will be a committee composed of representatives from from the university-registered organizations. This will be the body to be consulted in tambayan-related issues.
5.1 Mechanism of selecting the Tambayan Committee
5.1.1 The OSA shall call a general assembly of all university-registered organizations of the present academic year, a month after the deadline for organization’s registration to discuss the rules and regulations regarding the use of tambayan, requirements for tambayan application, the orientation of the role of the Tambayan Committee and the election for the new Tambayan Committee.
5.1.2 Each tambayan cluster including cluster for new tambayan applicants must nominate a representative organization.
5.1.3 The nominated organizations must present a short speech during the first general assembly, about their plans as a member of the Tambayan Committee before the casting of votes.
5.1.4 Voting may be done according to the most convenient way for the organizations (manual or on-line), to ensure that majority of the organization will be able to vote. Nominations shall be done during the first General Assembly and the election may commence on the same day or on another day set by the OSA.
5.1.5 The four (4) – six (6) organizations, which garnered the most number of votes, will be declared the final members of the Tambayan Committee and in case of a tie for sixth place the OSA Coordinator shall do a random process of selection for the final position.

Summary of Activities
7.1 A tambayan should not be awarded to two or more organizations.
7.2 A Student organization should not occupy a tambayan not awarded to them.
7.3 Drinking alcoholic beverages, gambling, smoking and immoral acts are prohibited in the tambayans.
8.1 Any organization which violates any of these regulations on the use of tambayan for the first time shall be issued a warning.
8.2 For the second offense, all privileges for a tambayan shall be withdrawn for the current semester.
8.3 For the third offense, all privileges for a tambayan shall be withdrawn for the current semester and the student organization shall not be allowed to apply for a tambayan for the succeeding year.
8.4 For grave misconduct, a penalty of UP community extension service shall also be included as a penalty. The duration and extent shall be subject to deliberations between the student organization involved and OSA, Tambayan Committee and the University Student Council.
9.1 These general guidelines cover all organizations currently occupying the Vinzons' Tambayan Complex.
9.2 These guidelines shall be imposed by the Tambayan Committee. The committee shall be in coordination and consultation with the Vinzons Hall Building Administrator, OSA Coordinator and OVCSA.
10.1 These rules and regulations can be amended and further improved by the succeeding Tambayan Committee members.
10.2 If any provision of this document is found inconsistent with the General Guidelines on Tambayans in UP Diliman, the other parts shall remain valid and effective.
10.3 These general guidelines shall take effect immediately upon the approval of the Chancellor of the University of the Philippines Diliman upon the recommendation of the Tambayan Committee, the Coordinator of Student Activities and the Vice Chancellor for Student Affairs.
